Education: Basic Human Rights The Constitution provides for free education for children up to 16 years of age. India has made significant improvements in literacy rate through the efforts of the last decade and the implementation of the Right to Free Education for Children Act, 2009. Information and Communication Technology (ICT) has an important role to play in enhancing the power of ICT in education. ICT has great potential to improve the learning environment, to integrate educational activities.
Primary education is the foundation on which the development of every citizen and the entire nation depends. India has made great strides in the recent past in terms of enrollment and retention of students in primary education, in terms of regular attendance and in signing up about two-thirds of the population. India’s advanced education system is often regarded as a major contributor to economic development. In addition to this, the quality of primary education has become a major concern.

Free education of children up to the age of 14 is a constitutional obligation in India. Recently, the Indian Lok Sabha passed the Right to Education Act, which made education a fundamental right for all children between the ages of 6 and 14. The country has yet to make primary education universal (UEE). This means that the objective of enrolling and leaving 100 per cent children in all localities with school facilities has not been achieved. To fill this gap, the government launched the Sarva Shiksha Abhiyan in 2001. This program is one of the largest such activities in the world.

In this age of information technology, ICT is doing an admirable job of bridging the gap between those who have and those who do not. Especially in rural India. An effort to meet the goal of making primary education universal by providing ample resources to children and teachers is called Bharat Bikash Dwar Primary Education.
